Dear Sir,
       In compliance with
your request, and the letter of Prof.
Henry, that you may be permitted
to exhibit to a commission appoin-
ed by the War & Navy Departments,
a series of experiments with a balloon,
on the Smithsonian grounds, that
leave is hereby granted.
       It is particularly desirable that,
in occupying the ground, no damage
should be done to the shrubbery, &
as little as possible to the grass.
